The Roles of Councils

The following are all under the remit of Parish councils:

Allotments
Burial Grounds, Cemeteries, Churchyards and Crematoria

Bus Shelters
Clocks – public clocks can be provided and must be maintained
Community Centres, Conference Centres, Halls, Public Buildings
Drainage – of ditches and ponds
Footpaths
General Spending – parish councils can spend a limited amount of money on anything they  deem       of benefit to the community that is not covered by the other specific responsibilities described in this list
Gifts – parish councils may accept gifts
Highways – lighting, parking places, right to enter into discussions about new roads and road widening, consent of parish council required for diversion or discontinuation of highway, traffic signs and other notices, tree planting and verge maintenance
Land – acquisition and sale of
Legal proceedings – power to prosecute and defend any legal proceedings in the interests of the community, power to take part in any public enquiry
Litter - provision of litterbins and support for any anti-litter campaigns
Planning – parish councils may be notified of any planning applications for the area but not rule on these – only make representation
Public conveniences – provision and maintenance of public toilets
Recreation –public walkways, open spaces, village greens, playing fields
Rights of Way – footpath and bridleway maintenance

Seats (public)
Signs – danger signs, place names and bus stops signs
Tourism – financial contributions to any local tourist organisations allowed
Traffic Calming
War Memorials


 

Borough and District council services:

  

  • Abandoned vehicles
  • Allotment application
  • Asbestos in your home
  • Bin collection - report a missed bin or find your bin collection day or arrange collection of bulky waste.
  • Burials and cremations
  • Bus shelter - damaged/vandalised
  • CCTV
  • Complaints, comments or compliments about district or borough councils and services
  • Council tax payments
  • Dead animals on the road - for larger animals causing a hazard: report to us as a road emergency
  • Electoral roll
  • Grass cutting and sweeping leaves
  • Housing - apply for council housing or emergency housing and find out about housing benefit
  • Local business licences and permits
  • Noise nuisance, neighbours, pets and pest control
  • Older people's services: apply for community alarm, get meals on wheels 
  • Parks, sports grounds and green spaces
  • Parking - pay a parking  fine, apply for a parking permit and report illegal parking.
  • Planning permission and building control 
  • Street cleaning
  • Street Name signs - damaged, missing or obscured
